Any jobs available in the country for low timers, and do they hire foreigners for these jobs such as a US citizen for example? Thanks for the info. I appreciate it.

You have to have the right to work in the Philippines. (I think marriage to a citizen would get you that) Also, you would have to convert your FAA to their local license.
Lastly, you will be paid as a local (low) if you go ahead with that.
