737-600/-700/-800/-900
AIRPLANE FLIGHT MANUAL

SPEED BRAKES
In flight, do not extend the speed brake lever beyond the FLIGHT
detent.
The following is applicable to all Model 737-600/700/800 airplanes
prior to the incorporation of Boeing Service Bulletin 737-55A1080,
or the production equivalent, which installs stiffened elevator
tabs.
Do not operate the airplane at speeds in excess of 300
KIAS with speed brakes extended.
WARNING: Use of speed brakes at speeds in excess of 320
KIAS could result in a severe vibration, which, in
turn, could cause extreme damage to the horizontal
stabilizer.

Isn't the incorporation of the relevant service bulletin mandatory by now? So the cited speed limit should be gone, however there might be the auto-restow function to 50% extended position for older planes and a hard stop at flight detent for newer ones which however is operated electrically and therefore removed if electric power is lost.
