Question for pilots. When you see a NOTAM for an ALS, ILS or RVR OTS on a CAT II/III runway do you also expect to see a NOTAM reading CAT II/III unavailable? I would assume pilots would know when CAT II/III is unavailable and issuing a CAT II/III NOTAM unavailable NOTAM is meaningless. But I don't want to assume.

Usually the NOTAM will just state the equipment inoperative.

Just because the ALS (approach lighting system) is inoperative it does not mean Cat III not available. In fact ALS is not required for Cat III as you are over the end of the runway at DH. Only runway lights required.

ALS is required for CAT II and if U/S the CAT I minima is raised.

If ILS is U/S then it goes without saying that CAT I, II and III are un-available. Sometimes the ILS may be available but down graded due to equipment limitations.

RVR can be measured manually at some airports, ie. van goes to runway and counts visable lights.
