When is the last date to submit the application form, for the October exam?

you can expect a date which is 1 week after 15 sept
however exact dates will be announced once the altp oral results are declared

As far as I know, you may be eligible to sit for the papers; however, the license will be issued only after you have 1500 hours of TT, and the other pre-requisites that are called for.
