I would like to know if there are SACAA rules governing the use of alcohol for Ground Engineers in South Africa.

I believe it's 8 hours between bottle and spanner, It used to be 12 hours but have heard it's been reduced

see itis one of the regs that was never changed back to 8.
Civil Aviation Regulation 66.01.7
No aircraft maintenance engineer shall –
(a)
consume any liquor less than 12 hours prior to the specified reporting time for duty;
(b)
commence a duty period while the concentration of alcohol in any specimen of blood taken from any part of his or her body is more than 0,00 gram per 100 millilitres;
(c)
consume alcohol during the duty period of whilst on standby for duty;
(d)
commence a duty period while under the influence of liquor or any drug having a narcotic effect.
