NCA want a cost saving so they get Parc to impose it.
Very smart because they will achieve this one of two ways.
1. Parc successfully implement the change thus achieving the saving to NCA. Therefore you and I pay for the cost saving.
2. Parc are not at all successful in achieving the new contract. All pilots work for a different agency or directly. NCA achieve the same or better saving and PARC lose the contract with NCA.
Same result but Parc pay...not you and me.

This pay seems to go up rather than down.

Japanese try everything to save cost, but the manpower cost in Jpn is too high, and same of ground handling cost...Perhaps to move NCA to a low-cost place is a better option.
