Dusting off the rather old section in my brain referring to such things I seem to remember seeing MLA information on the SID charts.
Maneuver Limit Altitude was the lowest altitude that the initial turn or a visual turn could be conducted at. Obviously paying due deference to the operating airlines SOP's (minimum 500' for example at BA).
A NOTAM may be issued due to building work, obstructions etc that increases the MLA to, say, 1000' thus preventing any initial or visual maneuver below that altitude.
Sorry I can't give a reference but, after 25 years of blundering around the skies, that is my interpretation of it.
