JAR CPL reissue

Does anyone know where the JAR rules for reissue of Licences re the 5 year validity are? I couldnt find anything specific in JAR FCL 1. I have seen the rules in lasors but I have a JAR CPL issued by the IAA (Ireland) and they dont publish anything like Lasors.
My CPL expires next month, if I dont have it reissued before it expires I want to make sure they dont hit me with anything extra other than the requirement to have a current class 1 medical and class rating and of course the fee of €208.

Take a look at JAR-FCL 1.025 or 2.025...

1.025 doesnt say anything about expired licences, only reissue of current ones, it doesnt even mention the requirement for a valid class 1 medical and class rating

Reissue of licence is just administrative matter, I think.
Ratings are important.
