If I right click on a page on my local council's website, (this one) (http://www.runnymede.gov.uk/portal/site/runnymede/menuitem.dde02424a5337a1914faaee4af8ca028/) and then click on 'source' about 16 lines down in the code is a date. Anybody know what this date refers to?

If so, it means that this document use the XHTML (XML-compliant HTML) standard namespace (commands), which was formulated in 1999. The XML "meta-standard" sets how the language is defined e.g. the use of <, > and / in commands such as <format>text</format>.
