technical stopover

can somebody explain me what does a dispatcher or operational personal need to do in a technical stopover base . what does his job nature include. i know how it works with a operations control center and was wondering what are the things that are done in a technical stopover.

also do u need to have a qualified dispatcher for this purpose . please explain me of how it works . thanx in advance .:ok:
