Something like a 300gb portable usb drive split down the middle. Can it be done with Paragon or similar?

No idea what Paragon is, but yes, any drive can be partitioned. However, do you need to? If you create a single FAT32 partion, it will be readable by both Mac and Windows. I have done this myself - plugged the same FAT32-partioned drive in to a Windows desktop, this Linux netbook, my landlady's MacBook - worked every time.

Thanks all who posted.

BNT, reading is easy, writing is the problem. fat32 (besides being so slow) may not do it.

Matt.V, thank you for the lesson! Writing to NTFS drives with mac is the answer to my question. Old solution but one doesn't know what one doesn't know...

Tuxera is an easy fix.
