A genuine question from a experienced civilian airline pilot-3 years UAS( in my defence ).. .I have no axe to grind much less a desire to upset anyone - just a professional interest.. .If the BoI found that flying an aircraft toward high ground in IMC below the MSA was negligent in 1994 then why not in 1990?. .To me there always seemed to be certain paralells between these tragic accidents.. .Anybody?
