If one holds an ATPL but only a class 11 medical can one exercise the priviledges of a PPL, and if so can you point me at the regulations that permit this? I am interested in this for any European nation, but specifically Germany.

Geoff,

I believe so - as long as licence is valid along with your rating and med being in date then you are fine in JAA land.
