Does anyone uses the FAR 121.621 concerning " no alternate airport" for flight planning ?
This gives the possibility to consider NO alternate at certain destination, depending weather conditions etc.

We have a similar one in Canada in our OpsSpec and have used it on several occassions, but pretty strict on how good the airport is, I think we're restricted to just Halifax and Ottawa right now as YUL doesn't have standby power.
Use it all the time here in the US. DOmestcially (121.619) is taught as the 1-2-3 ruel (1 hour before and after arrival, 2000; ceiling, 3 miles vis) and we have aexemption from the FAA to reduce to 1000' and 2 miles vise if a cat 2/3 approach is available.
International (Flag) is pretty much the same most places as long as your scheduled under 6 hours. Again, use it all the time. Most carriers do the same.

It seems there is the same on the European side with JAR-OPS 1.295 Subpart D, but with a new requirement :"At the destination airport, two separate runways are available".
