Can anyone explain the requirements for obtaining 'on the road' status?

On a fleet where the average crew member spends around 30% of their time abroad I thought we in Oxfordshire might qualify. Rumour has it, however, that upon application the relevant paper-shufflers refused to give personnel 'on the road' status. Further rumour has it that our colleagues in Wiltshire have been granted said status.

I'm not interested in the requirements to obtain LSSA after obtaining 'on the road' status, merely the requirements to obtain the status in the first place.

I know that there are only some crews, that being 7!, here who have qualified for OTR status. You could probably give their OpsO a ring and find out how they managed to word the paperwork. However, as I suspect that the majority of personnel at your secret base spend nearly as much time as those at our secret base do, we haven't lucked in so I doubt your lot will either? No luck in trying though.
