Just wondering, is this type of landing ever permitted?

I'm sure it's "safe" if all involved are fully aware of what's going on, but doesn't strike me as one the more sensible of things to do....

Pilots are criticised over airport 'near-miss' - National News, Frontpage - Independent.ie (http://www.independent.ie/national-news/pilots-are-criticised-over-airport-nearmiss-1863128.html)

<snip>

AN air traffic controller was suspended and two pilots told they showed "an unfortunate lapse of airmanship" after an incident at Knock Airport which saw a plane fly over another aircraft and land in front of it.

I couldn't find the report on the IAA site.
