Job for locals

It looks like a lot of pilots now a day are trying to get jobs in Africa because of the economy downturn. Does this situation make it harder for locals, specialy new pilots, to get a job? I know it is cheaper to hire local pilots but its look like airlines like to hire expatriate pilots because most of them are seasoned.
