Hello, I am thinking about certification on R44...Do You know is it possible on R44 ??? Do I need special approval from my authority to operate in congested areas? What about taking-off and landing from/to congested areas?

I doubt you will be able to over fly any congested area in a single engined chopper.

Yes it is possible to have a R44 operating to commercial standards on a AOC.
There are a lot of requirements you will have to meet by your authorities to allow you to achieve this goal. Items such as an AOC manual has to be prepared, pilots licences must be commercial and chief pilot has to be acceptable to the authority with relevant experience. All pilots must hold current certificates in areas such as first aid, crm, fire and dangerous goods.
There is quite a lot to it all and the process is usually slow to get approval but it is achievable. Im sure I have left a lot of things out but it is a start for you and if you need anymore help just ask, also it should be all laid out in the Jar ops but with the changeover to EASA im not sure.
