For those that may not read the fragrant harbour forum. You no longer need a Hong Kong ID card to apply for the Cathay Cadet Course. 0 to CPL and job as S/O on widebody at the end and unlike other courses in Europe you get paid a small allowance whilst training and don't have to pay for any of the training or accommodation and food. The thread above gives you an insight into the reason why CX are doing this.
