I am planning to take the sitting for the ATPL JAA exams with the CAA, I have completed long distance learning with CATS. But I am based in Madagascar, I was wondering if I could take the exams in South AFrica or in the USA (I'm doing recurrent training there in Orlando) Or any other places...

If you doing your study with a UK CAA controlled FTO, then you need to do your exams in a UK CAA controlled exam centre. This includes the one in Florida.

The application forms are slightly different and the fee is £84 per exam. You must apply through your CGI in the normal way.

Do a google search for CAA International. Then download the application form.

The deadline for this centre is one full month before the exams so you must plan ahead.

I don't think so.

But if you look in the CAA INTERNATIONAL Website you can get the official list of centres.

Access to the centre in Florida has in the past been controlled by the schools out there. But this is no longer the case. It is controlled by the CAA.
