I'll bet you pounds to peanuts the OP's original snippet is from something touting Air Timor or whatever the name of the Timor Leste and Skyairworld co-op has chosen.
And, yes - the jet and crew will apparently be Darwin based .. as will the marketing officer to be appointed shortly ..
