Voice Over Ip In Uae

does anyone have a vonage phone device that worked in the UAE ,I have a device that requires a hard line from the internet modem to it, and requires to register at a web site that is blocked in here.
I know that you can by or rent an IP address in the UK or the US for the laptop but this is little different since it takes the line from the modem, ANY HINTS OR HELP

For once i think it might not be their fault although I hate to say it, the most expensive slow internet service in the world!
Apparently some deep sea cables have been damaged and thats whats stopping comms
