Try 4Unet at www.4unet.co.uk (http://www.4unet.co.uk) There is a one off start-up charge of £20 and as far as I am aware there are no other catches!

Completely free Mooney?
Not yet, but watch for them. BT get close next month when they reduce their 78hrs a week free from £9.99 to £5.99. That is each evening 6pm to midnight Mon-Thurs and Fri 6pm - Sunday midnight, I use about 130-160hrs a quarter, therefore quids in 'cos my phone bills have 'dropped' by over 40%. They are also now doing ASDL - a completely open line ALL day for £40 a month, I reckon that will come down too.
As for free ISP's there are loads of them. I'm with www.freenetname.co.uk (http://www.freenetname.co.uk) where everything is free, including tech calls.
Times they are a changing!!
