i would like to to join modular course in Oxford aviation school but i should make PPL then i can to join with that . so can any body recommend which best school for ppl in uk ?

Any particular reason as to why you have chosen oxford? Their modular course is far more expensive than some of the other more modular orientated providers. The following qualifications are need before enrolling on the waypoint program:

Applicants desiring to enrol on Waypoint must have completed OAA’s Modular ATPL(A) ground school by either the Distance Learning or CBR course and must have passed all 14 theoretical exams achieving an 80% average or higher. They must meet the following additional requirements:

Valid ICAO PPL
UK CAA JAR-FCL Class 1 Medical certificate
Valid UK RT license
5 Hour JAA Night Qualification
150 Hours Total Time with 70 Hours P1*

Finally, in response to your request, it doesn't really matter too much where you carry out your ppl as long as it's validated JAR. It's more of a question of compatibility and finance.
