Can I post a reply/topic offline

I remember reading on a reply some time ago that it was possible to type up a reply offline in Word say and then import it to the "Post a Reply" or "New Topic" page, thereby saving ISP online time (similar to an email.)
Is it poss. and can someone show the way?...
