A friend of mine created a website with a listing of free ISPs worldwide:

That's the good news. Now the bad news is I often fly to South Korea (Seoul) and China, but have yet to discover any free internet provider in these two countries.
Does anyone know of any free ISPs which we can signup online? I would appreciate your help. Thanks.
