I'm currently in the process of creating my own website. I'm incredibly keen on incorporating forums or a bulletin board (similar to this) in it. However, I'm unsure as to how to go about this. Who is the best provider of such an add-on? Can I get one free? If not, how cheap?
I'd appreciate any help.

The BBS used by PPRuNe was written by infopop. Go to their website www.infopop.com (http://www.infopop.com) and you can get UBB-lite for free.
Also look at www.vBulletin.com (http://www.vBulletin.com) as they also have a lite version. Their full version is apparently very good, and a lot cheaper than infopop's current prices.
Then when your site gets popular, find a dozen friends to help you run it and make sure you have a well-paid job to finance it :)

A dozen friends?
Surely, PPD, you wouldn't risk losing friends ;)
Good luck Moonie - just hope for your sake it doesn't get as big as this one :) :)

Hello Moon Runner
You might like to take a look here - http://www.yabb.org/
As you will see, it is very similar in appearance to the Ultimate Bulletin Board with pretty much the same features plus one superb additional advantage - it's free !!
