Exemption – requirements for instrument rating - Timothy John Nolan (expires end of 31 October 2008)
On 17 July 2008, the Deputy Chief Executive Officer, Operations, signed an instrument (CASA EX45/08 (http://www.casa.gov.au/rules/miscinst/2008/CASAEX45.pdf)) that will allow Timothy John Nolan to attempt an instrument rating flight test in a Learjet LR 45 flight simulator and, if successful, to be issued with a command (multi-engine aeroplane) instrument rating. The exemption is subject to the condition that he must hold a student pilot licence at the time that he attempts the flight test. The instrument was lodged with the Federal Register of Legislative Instruments (FRLI) on 18 July 2008, was registered on FRLI on 22 July and comes into effect on 23 July 2008.


Does anyone know anything about this? Who is Timothy John Nolan and why is he attempting an IR on a Learjet Sim while holding a student pilot licence?

Check the other thread on the same topic and read the reasons attached to the instrument as to why this is being permitted.

Without intentionally straying freom the thread, it would seem that the regulatory reform process has been on the "simmer" with "exemptions". There are lots and lots of them.
