I believe the way it goes is Half of Your Mean wind + the Gust up to a maximum of 15 KT.

For practicality I always go for the full 15kt. Bearing in mind these days i work in areas that the wind is regulary 45G55 during the winter season:ok:

I hope that helps.

Do you mean this? http://naca.central.cranfield.ac.uk/reports/arc/rm/2970.pdf

If you find that a bit heavy Aerodynamics For Naval Aviators by H.H Hurt--is the best choice--also Handling the Big Jets by D. P. Davies---are both excellent references---

If you mean applying a 'gust increments' to Vref--be very careful as such a procedure depends upon the certification [our tech log moderator John Tullamarine always makes that point]---For instance under FAR 121/135 operations---The speed assumed for landing distance calculations is Vref at the 50' fence.
