Unlikely, most Gulf states have only one ISP which is the national phone company. They are very protective of their monopoly.

You could try this outfit.
No personal experiance of them though. Here is their reply to a similar request, thier email is [email protected]

Dear Sir,

Thank you for writing to us.
There are two ways which enables you to use the our internet service while being in Bahrain without having to subscribe to the service, Inet900 and Inet Prepaid cards.

- Inet900 is the convenient way to log on to the Internet. You don't have to have a User-name or Password to log on to the Net. With no registration fee and no monthly fee, you just dial an access number and you will be on-line.
The usage per minute is 25 fils a minute, which will simply be added to the phone bill of the line you are dialing from.

- inet Prepaid Service enables individuals to access the Internet through their PCs using Batelco inet Prepaid Calling Cards at a premium rate. Users will not have to subscribe to inet Service in order to use the Internet service.
Charges will be made against the prepaid card. inet Prepaid Cards will be available in two denominations, BD 8 (400 minutes) and BD 12 (600 minutes) through Batelco Customer Service Centers.

If you don't have your own PC with you, you can use the internet from any internet cafe in the island.

Please don't hesitate to contact us on +973 881188 if you have any further questions.

Best Regards,
Inet Team
