Here's a quote from the Win98 help file (these things can be quite useful sometimes)

To control access to a folder or printer

In Windows Explorer or My Computer, click the shared folder or printer to which you want to limit access.
On the File menu, click Properties.
Click the Sharing tab.
If you are using user-level access control, click Add to specify the people with whom you want to share the printer or folder.
If you are using share-level access control, type the password you want to use for the folder or printer.

if this doesn't help, let me know

Since your post refers to hackers I assume you're worried about people hacking into your PC. Try FolderGuard. You can download an evaluation version and, if you like it, pay 50 bucks to register the copy. I can't remember where I got it from but a Search on, say Google for instance, ought to find it for you.
