Your best bet is to go to www.faa.gov and search in there until you find it.

You just have a question, there are FAA offices in Frankfurt and Singapore. You need an interpretation to hold up in a hearing, try the Office of the Chief Counsel, it'll take a few months for them to get back to you. Rulemaking comes under Aviation Safety.

If you just want to see the regulation, you can look it up directly online at:

http://ecfr.gpoaccess.gov/cgi/t/text/text-idx?&c=ecfr&tpl=/ecfrbrowse/Title14/14tab_02.tpl

What is it that you want to know?

You're not obligated to say, of course.

However, there is no department in the FAA which deals with flight time limitations. You'll find regulation on the topic and a host of legal interpretations which serve as the official expanded definition of the regulation, on the subject. You can seek additional interpretation with specific questions.

However, if you're trying to understand the regulation, perhaps you can post the general terms of what you're trying to learn, without divulging your specific situation. We don't need to know for whom you work or even what it is that you do, or your exact circumstance.

Are you asking about flight time limitations for airline, charter, flight instruction, or other types of flying? Each have their own applicable sets of regulation, each somewhat different.
