The term "National Carrier" ?

I was reminded today of the term "National Carrier" for certain airlines (e.g. BOAC for the UK, PanAM for the USA and AIr France for, obviously, France).

Did these terms have any real meaning, or were they merely indicative that those were the largest airlines based in those countries ?
