I currently hold an FAA CPL ME/IR and am planning on converting this over the next year.

My question is, if I do the ground school and CPL here in the UK but the IR in Spain, will I run into any licensing problems.
Which part of the training dictates which country issues the license?

Thanks.

Why do the IR in Spain if you have an FAA IR, you only need the 15 hours minimum to convert - probably better to do it here, and a few good choices near to you also. You will also probably add the ME at the same time to your CAA licence?
