Military to Civilian Hours

I have heard that when converting military hours to civilian use in the USA you can apply a factor of 1.3 or 12 mins per flight to take into account taxi time.

Does anyone know exactly how this works?

Do you need to enter this into a civilian log book? If so, in what format?
