Mr. President:

I saw you on CNN this morning in Cartagena, Columbia giving the taxpayer’s money to the Columbian government to aid them in our war on drugs. I also saw you petting a drug sniffing dog. You were showing the American people how committed you are to the war on drugs.

I have sent you a dozen letters in the past telling you about my allegations of massive on the job drug usage by FAA air traffic controllers. You have never responded to me.

When an air traffic controller overdosed on heroin at MIA tower, WPLG (ABC) news aired a story about the tower chiefs of both MIA and FTL and the Miami hub manager being reassigned for tipping off controllers about supposed "random" drug tests.

Maybe you should be targeting the user for a change. If you fired some guilty parties, the word would spread like wild fire and our nation's air traffic controller workforce would be free of drugs within minutes of the firing. Once the word is posted on the National Air Traffic Controller Assn. (NATCA) bulletin board, the problem is solved.

Instead management is simply reassigned without any loss of income. This is sending the wrong message to the troops. There is virtually no drug testing of FAA air traffic controllers and when it is, advanced word is given to the drug using controllers.

Since my last letter to you on 1/18/2000, I have received no response from you or the FAA, DOT IG, the NTSB, or the FBI.

I must say that when the dog put his paw on your chest, I thought he was "alerting" on you. Your record is abysmal.

I am again asking that you call for a full investigation of all the allegations about FAA druguse and governmental corruption that I have made in my last letter to you at...

Mr. President,

On January 14, 2000, you unveiled your Aviation Safety Action Program (ASAP) that gives pilots and other airline employees incentives to speak up and protects employees who promptly report safety problems. You told reporters that "They will be freed from the fear of being disciplined for admitting that something went wrong."

I read that the FAA will maintain the ability to vigorously prosecute cases involving substance or alcohol abuse or intentional falsification by aviation employees, or take action against suspected criminal activity.

As an FAA air traffic controller and head of our union, NATCA, in San Diego, I saw drugs and alcohol being used on the job by my fellow controllers for over thirty years. I was fired for reporting the druguse, that we were given advanced word about "random" drug testing, and for reporting the falsification of FAA official records. I have been telling you about it since before you took office.

The FAA implemented an identical program to report safety violations in 1987. It was called the FAA Administrator's Hotline. We were told that we could report anything in an "open door" policy and that we could remain anonymous. It looked good on paper.

A short time later, I saw a fellow controller call the hot line. They asked her her name and she refused to give it. They kept promising that she would remain anonymous. When she gave her name and the name of her facility, they promised that action would be taken swiftly. They were correct in their statement. When she arrived at the tower a couple hours later, the tower chief called her into his office and reprimanded her for complaining. The work spread rapidly throughout the FAA that the hotline was not to be called.

I ask you again to end this cover-up and to call for a complete and immediate investigation of my allegations. You are guilty of serious crimes by your inaction in this matter. As the chief law enforcement officer in our country, the cover-up points to you.

Mr. President:

On September 20, 1998, I sent you the enclosed letter in which I chronicled my dealings with you since you were President-Elect concerning allegations of massive on the job druguse by FAA air traffic controllers. I have sent you ten letters in the past 6 1/2 years and I have never received a response from you. In fact, I have a tape of your staff at the Whitehouse hanging up on me. In over nine months, I have not received your reply

In the letter, I asked you to contact the NTSB's Chairman, Mr. James Hall, and ask him to respond to my 6/22/98 letter to him. I asked him to reopen the investigation into the ValuJet 592 disaster. I also asked him to respond to my numerous questions about the NTSB investigation of that accident. In over a year, I have received no response from him.

I also asked you to contact the FBI director, Mr. Louis Freeh, and have him respond to my 1/18/98 letter to him concerning allegations of FAA druguse and the FBI's refusal in investigate a bombthreat I received. I would like to know why the FBI is telling me that druguse on the job by ATCs, a felony, is only a "civil matter"

In the past, I asked you to send my material to the Justice Department for criminal review, only to get responses from the FAA and DOT IG claiming my allegation are without merit. This in NOT an investigation. It's a cover-up.

It doesn't appear that you are interested in fighting the war on drugs when you can't ever respond to my letter or act on such serious allegations as these. It also appears as if you are not interested in investigating any criminal activity in your administration.

I will ask you again, Mr. President, put an end to this cover-up. Serious crimes have been committed and you are deeply involved by your inaction. Air Traffic Controllers are overdosing on heroin and you have done nothing about it. Please have a member of your staff contact me and let me know what action you plan on taking concerning our allegations.

Mr. President:

Last week, I heard you rally the American people to again say no to drugs and to "Do their part" at the local level.

Since you were President Elect, I have sent you letters asking you to "Do your part" and investigate my allegations of air traffic controller drug usage on the job, the falsification of attendance records, and controllers getting advanced word of drug testing from management.
This year, a controller at Miami overdosed on heroin in the control tower. Two supervisors were reassigned for falsifying attendance records to try and show that the controller was off duty at the time of the overdose. Two tower chiefs and the Miami hub manager were reassigned when it came out that they were broadcasting advanced word of "random" drug testing. What a coincidence!

In my first letter to you dated 11/13/92, I told you about the problem and told you that I had secretly taped telephone conversations with my co-workers in which they verify alcohol and druguse on the job. One of the controllers on the tape had reported the same controller just six weeks after I did and she even told management that he was drinking the same brand of alcohol. She was immediately punished by pulling her out of the Navy Reserve. (This was the second investigation of this controller by the FAA and they have told my Congressman that there were no notes taken in their investigation.) After she testified in a MSPB hearing and denying her previous allegation, she was reinstated in the Navy Reserve and given the largest promotion I have ever seen in the FAA.

The controller who we both had informed on had been busted for dealing drugs while he was in a US Navy air traffic control school and was expelled from the school. He was controlling a mop for the remainder of his career and was busted a second time for the same offense of drug dealing. When he was discharged from the Navy, he applied with the FAA without any ATC experience and listed the two convictions on his application. This was during the 1981 PATCO ATC strike and the FAA was desperate for controllers. They hired him on the spot

I sent my second letter to you on 1/13/93. I also sent you a package containing 200 pages of material and the tape. I asked that you have one of your staff contact me via phone.
In a letter dated 1/19/93, S.Lee Hudnall of your office told me that my letter was placed in a "priority" file

On 3/5/93, Ms. Marsha Scott, your Deputy Assistant and Director of Presidential Correspondence, wrote me "To give your concerns the special attention they deserve, the President has asked me to forward your letter to the Department of Transportation."

On 3/22/93, Mr. William H. Pollard, the Associate Administrator for Air Traffic of the FAA, wrote the following. "Mr. Clinton has asked me to respond to your letter concerning your request for an investigation of your allegations that the Federal Aviation Administration (FAA) air traffic controllers are working under the influence of alcohol and other narcotics. After another thorough review of your package, the FAA considers your allegations to be without merit. There is nothing more the FAA can do for you."

On 9/8/93, I sent you another letter. I told you that I had supplied you with 200 pages of material including a statement from a roommate in which she stated that she saw two controllers using drugs "three or four times a week" at my home over a period of 6 months. Her statement says that she visited one of these controller's homes and was shown 50 marijuana plants. She stated that she had never been contacted by anyone from the FAA or any other government agencies.
I also advised you about the tape I sent you in which my co-workers admitted first-hand knowledge of druguse on the job and their fear of coming forward after I had been fired for speaking out.

The tape also includes the voice of Mr. David Tochen, Counsel for the DOT. He states that he has gotten my 200 pages of material and the audio tape from the Aviation Subcommittee of Congress and would forward it to Mr. Dennis Fuimano of the DOT Inspector General's office. Also on the tape is the voice of Mr. Fuimano telling me that he never got the tape and did not contact Ms. Lockman or any other witness that I alleged knew about the druguse. He than tells me that if I gave him ten witnesses, we would then need twenty. He never contacted me either during the course of his investigation

In that same letter, I told you that on 3/26 Ms. Sue Smith and later Ms. Jenny McCarthy of your staff told me that they would forward my material to the Office of Special Counsel. I told them that the OSC had already seen the material and asked that the material be forward to the Justice Department for criminal review. My request was immediately denied and I was told that this was the proper way of doing things. I then attempted to contact their supervisor, Ms. Marsha Scott. After leaving several messages over a period of two weeks and not receiving a return call, I gave up.

I had taken the material to the FBI twice. They took my material and refused to investigate. So I taped the FBI telling me that druguse on the job, a felony, was a "civil matter". You have that tape.

On 10/16/93, I sent you another letter requesting that you have a member of your staff contact me. I told you that this was nothing to be ignored and that it was truly a matter of life and death.

On 11/24/93 I wrote you telling you that I had not received a response from you since my 1/19/93 letter. I told you that I had personally observed my co-workers openly selling and using marijuana, hallucinogen mushrooms, and LSD while on duty in control towers and radar approach controls all over the country for twenty-five years. I told you that the FAA had tampered with witnesses and lied to Congress in an effort to cover-up the druguse. I then requested that you meet with me personally and asked that you have a member of your staff contact me.

On 4/1/94, I met you in San Diego, and personally handed you my material. I had a tape recorder in my hand and taped you saying, "I'll be happy to take your material"

On 1/3/95, I sent you another letter asking you to call for an investigation of my allegations of criminal activity on the part of the FAA and the Department of Transportation Inspector General's office. I specifically asked you not to forward the material to the "fox that guards the henhouse".
In a 2/7/95 letter from the FAA telling me of the FAA and DOT drug testing policy.

On 4/16/95, I sent you another letter calling for an investigation of the FAA and DOT IG cover-up of the druguse and my other allegations.

In a 5/17/95 letter from Jon L. Jordan, M.D., Federal Air Surgeon, I am told "President Clinton as asked me to respond to your letter dated 4/16 concerning the use of psychoactive substances by FAA air traffic control specialists."

He goes on to say that the FAA does not test for mescaline or LSD and that there is no need to test because the use of such drugs cause marked physical, behavioral, psychological, and cognitive effects. This use would be readily apparent to supervisors and peers. He also accuses me of doing the ATC workforce a "grave disservice" by asserting that such behavior would be anything but an "extraordinary aberration". (I saw controllers using "shrooms" and LSD right in front of supervisors and I have seen supervisors using them and the controllers covering for them whenever they screwed up).

You took an oath of office to obey the laws of the land and are the chief law enforcement officer of our country. There have been crimes committed here. Sections 902 and 1203 of the Federal Aviation Act of 1958 provide criminal penalties for any person who knowingly and willfully violate specified provisions of that act., or any regulation or order issued under those provisions.

When I heard about the controller overdose on the job at Miami ATCT, another of my concerns surfaced. I believe that there may be more drugusage on the job in the Miami Approach Control. One of their controllers and his supervisor appear to have been impaired during their handling of ValuJet flight 592 which crashed on 5/11/96

On June 22, 1998 I sent a letter to Mr. James Hall, Chairman of the NTSB, calling for him to reopen the investigation into the ValuJet 592 disaster. You can see this letter which is posted at http://www.flight592.com/Flight592Discussion-Current/_disc5/00000152.htm

In that letter, I told him that I had detected several errors made by the air traffic controller and his supervisor in the handling of the emergency. Additionally, I told him that I had a problem with the NTSB theory as to the cause of the disaster, with the oxygen generator fire tests, and with the "uncontrolled descent" theory. I asked Mr. Hall some extremely important questions relating to the investigation and the families who lost their loved ones deserve to know the truth.

I have waited for three months for him to answer these questions and I have not heard anything from him. This looks as if Mr. Hall cannot possibly respond to my letter and is simply sticking his neck in the sand in order to avoid the issue. Please contact Mr. Hall and tell him to answer the questions I asked of him.

My life has been threatened as a result of my speaking out about on the job druguse. I immediately contacted the FBI and they again refused to investigate my allegations.

In that letter, I asked Mr. Freeh to investigate the bombthreat I received and to investigate my other allegations of FAA, DOT IG, and NTSB criminal activity. In over 8 months, I have not heard anything from the FBI. My letter also questions Mr. Freeh about the TW800 investigation by the FBI. A part of that letter follows.

"I recalled that the Deputy Director of the FBI, Mr. James Kallstrom, had taken to the airwaves asking the American People for assistance with the investigation and told us the FBI would follow up on all leads. Later, when he announced that the FBI was dropping their investigation, Mr. Kallstrom informed us that no stone had been left unturned in the FBI's investigation." I have a problem with this. We sent Mr. Kallstrom a certified letter and on three occasions he refused to sign for it. On 1/9, 1/22, and again on 1/31/97, the letter was refused. This also brings another thought to mind. What if a terrorist group wanted to confess their complicity in the crime, how would they get through to the FBI?

This letter contained critical information from us about faulty wiring and the possible connection to the crash of TW800. Our belief is that the fire on ValuJet 592 was a result of faulty wire. The pilot's first words at the start of the emergency tell us this and an anonymous ValuJet mechanic tells us the same thing. His statement can be seen at

It now appears that SR111 may have been brought down as a result of faulty wiring as well.

Mr. Ed Block was a wiring expert with the DOD and was fired for speaking out about bad wiring.
I am requesting that you contact Mr. Freeh and ask him to respond to our letter. I suspect that the FBI can not respond to our allegations and again is choosing to bury their heads in the sand to avoid investigating criminal activity on the part of large and powerful government agencies. I am also asking you to call for the FBI to thoroughly investigate all of our allegations in a timely manner. Many innocent people have already lost their lives as a result of the corruption we have told you about. There is no time to lose. Immediate action on you part is essential.
Please have a member of your staff contact me immediately to let me know that you are aware of this matter and will not be sending this on to the "Fox that guards the henhouse" again.
