Announcement

This announcement serves as notice to the creation of the JALways Pilot Association, henceforth known as JAZPA (www.jazpa.org). JAZPA is a non-union association representing the interests of pilots under the employment of IASCO, HACS, and WASINC and providing contract services to JALways and JALCargo.

Purpose

The purpose of JAZPA is to provide a centralized means of communication amongst the pilots of JALways. Although there is a single “priority list,” the flow of information often is restricted due to natural and unintended barriers by the three different contract companies. As such, JAZPA serves as a conduit to improve communication between the pilots and between pilots and the various managements.

JAZPA’s secondary purpose is to provide a “voice” for JALways pilots. Often our interest is relayed to the contractors and JALways in a fragmented, unorganized manner simply as a result of the complex bureaucracy of three contract companies and separate airline management. JAZPA maintains that, as non-union labor, our individual interest is often disregarded by the respective managements. JAZPA recognizes that we are all under separate contracts with uniquely defined terms and periods. However, as employees, we still retain short- and long-term quality-of-life issues that need addressed, and JAZPA will ensure that our collective desires are expressed. The goal of JAZPA is simply to express opinions of the pilots; as such, JAZPA will not support any actions that violate contractual agreements.

Finally, JAZPA serves as a means of direct communication between the pilots of JALways and the JAL unions, referred to hereafter as “J4.” Recent political activity has raised consternation among the JALways pilots and a lack of information from the contractors has left the JALways pilots concerned about future employment at JALways. JAZPA intends to be a conduit for that information, to communicate directly to J4 regarding issues that directly and indirectly affect the employment of JALways pilots.

JAZPA Issues/Concerns

JAZPA is interested in a series of issues that will be addressed in the coming months. The items to be examined first include (not in any particular order):

1. Lack of communication from contractors

JAZPA is concerned that the recent grievance raised by the Japan Airlines Captain Association (JCA) will adversely affect the career progression of JALways pilots, either in employment or upgrade opportunities. As the contractors insist that they be the “middle man” between the pilots and JALways, JAZPA will strive for improved information from the contractors. JAZPA will request a list of specific actions that the contract companies are doing to ensure job security for JALways pilots.

2. “Priority List”

The JALways priority list, loosely defined to begin with, is being manipulated by certain segments within the management groups. As the priority list directly affects our career progression, JAZPA would like to learn the details of the organization of the current list, how the list being modified, and would like to be consulted for input as to the finalization of that list.

3. J4

JAZPA will initiate cordial and professional communication between the J4 and JAZPA, with the intent of having direct access to JCA information which is perceived to affect the job security of JALways pilots.

4. Rumor Control

Rumors affect the morale, positively or negatively, and JAZPA would like a means of clarifying certain rumors. Some rumors even originate in management, such as the concept of home basing, and JAZPA would like to see an official statement as to this and other rumors.

5. Attrition

Attrition, an ongoing problem, needs to be addressed. Because the contract companies and JALways management have allowed continued attrition, JAZPA believes that the managements desire attrition. JAZPA wants to know specifically why the company is shrinking the pilot workforce for JALways.

6. 747-400 Transition

JAZPA would like an update on the status of transition training for the 747-400 and regular updates about the pilots presently in class and their experiences.

7. JCA Misrepresentation

JAZPA discovered numerous inaccurate statements within the JCA’s letter regarding the One World Cockpit Crew Coalition [News 22-031/1 October 2007]. JAZPA will clarify what it perceives to be those inaccurate statements on behalf of the JALways pilots.

Membership in JAZPA is free to all contract pilots of JALways and JALCargo.
