We're trying to help our domestic helper set up her own savings account to help her get some sense of financial independence. All big banks here seem to charge ridiculous fees for low-balance accounts.

Does any body know of a higher yielding, and zero fee, savings account product in Hong Kong, something like what ING Direct offers in Canada and Aus?

I understood that the HSBC passbook savings accounts had virtually no charges. You don't get any statement, just an ATM card and a passbook. You need to update the passbook periodically to print the transactions.
I seem to remember that the opening balance is $500 minimum.

Unfortunately, the HSBC account give virtually zero interest also!
