Can somebody provide a little more detailed info on this ICAO Flight Operations Officer 'thing' ??
Is this a course I can take or is it all done by distance learning?
Where will I be able to find out more about all of this?

The ICAO FOO is the basis for the recommendation that all states should licence personnel engaged in ops/dispatch, it is only a recommendation not a standard.
Not too sure who's doing the ICAO FOO by mail, try Bolton Street College Dublin, sorry dont have the details

Did the full ICAO FOO course 7 years ago here in CPH. Course ran over 6 months with lessons every day from 9 to 4. Course covers Aerodynamics, Instruments, Navigation, Meteorology, Air Law, Weight & Balance, Flight planning and is all put together in a subject called "Application". After final exam, off you go to an ops department for another 3 months for training in a real life environment and you are licensed. License is valid "forever" provided you are regularly engaged in OPS work.
Cost back then was, converted, around GBP 1.000,- + books. Training in the ops department with an approved airline was free of charge. However, government no longer subsidises this course so the price today is around GBP 4.000,-
