just for my curiosity: which country (other than portugal) in EU allow fractional owner??

All of them, as long as you are under an AOC...
Years (7) ago, the following EU countries have allowed fract. ownership. No idea if it's still like that
Denmark
Portugal
Netherlands
Stratocaster

Seriously, Part OPS 2 should be (yes, finally) voted by the end of the year and in force 12 to 18 months later.

Also if somebody was to propose something similar to subpart K to the Manx authorities and said organisation was happy to be closely supervised for a coupe of years I think that would also be a goer.
