At what time of year is the best time to visit for reliable wind and warm temperatures for sailing?

IMHO, late Feb most of Mar would be the best. Temperatures quite cool and the winds are usually 15Kts+ - however, there will be calm days and it is the high ($) season. Sept/Oct little wind (unless a hurricane is passing) and real hot. Sailing Week is in late April early May, but there have been some poor wind days in previous events.
Hope this helps.

Yes, you are right. December through to March is very pleasant. Try last two weeks January. Christmas rush is finished and it is before the February arrivals ie good deals. April can be hot 'n dry and you can get some hefty pre-hurricane season showers in May( but will you dry quick).
For deals September to and including the second week of December(pre-Christmas) is very good and less people:D. A bit hotter and a chance of a tropical storm. For sailing, you can always combine a week in ANU and get some colleauges together for the Tortola Inteline Regatta :). Great fun, but too late for this year as it starts next week!
