write a letter of application attaching your current CPL,Class 1 medical,
and ask for a NOC for an indian class 1 medical.
get two copies done.originals will have to be carried along.
get to the dgca office and talk to/meet the head of the medical section,
when i had last gone it was M.T. Bokade.
he will take your application, get a 'letter recieved stamp' from the recieving section next to the reception.
wait for 10 days or so then go around, show your recieved stamp and get your NOC.
atleast thats what i did.
Cheers,
A

P.S. they will forget to give you a file number 9 times out of ten.then you are had, well and proper, the ensuing process is a nutcracker,i would suggest getting a class 2 then going on to get a class 1.much less pain that way.
