Spirit Airlines is looking to buy AIRES totally or partially. That would make Spirit the first "low cost" airline in Colombia.

Are there foreign ownership limits for Colombian airlines, like there are for US airlines?

No. Two countries in the world (as to my knowedge) allow full ownership by 'foreign entities' as long as the legal headquarters and certificates are within the country and the countries rules and regulations (ops, mx, work etc.) are followed:
Colombia and Switzerland
