With all this debate about LHR slots, I'd like to ask - who actually owns the slots?
The airlines who have slots are free to trade them on the grey market - but they don't own them actually.
So who does?
The CAA?
The BAA?
The DoT?
HMG?
And if the BAA is owned by a Spanish company - do they also own the runways? The actual physical tarmac?
Anyone got answers?
