What are the possibilities of transferring between domiciles. I am a dual citizen (U.S. and Europe), and wouldn't mind moving back and forth every couple of years. Will the let you move between, let's say, San Francisco and Amsterdam?

Yes, it's really easy and currently they do not freeze you into a base. You are allowed to move as often as you like assuming that there are spots open at that base.

Don't you have to have a VISA of some sort to live/work in the host country?

yes you do, and thats why he mentioned that he had dual citizenship. So he's legit folks.
