Rapid Command

Is CX actually hiring into rapid command (I liken it to street captain)?

Why would CX need street captains? Searching PPrune, it doesn't sound like too many are hired, but why offer it at all? Anyone have numbers on how many? Has it affected upgrade times and slots? Are F/O's just not taking upgrade or is attrition that high? Confused . . . (I should say: Easily Confused) :)
