Nice to see Latin American carriers starting to play their cards right in competing against the traditional "USA transit" pattern.

Yes, making TIJ a large hub for flights to Asia is an excellent solution. The problem is also for some carriers to avoid LAX (or landing anywhere else in the USA). Take the situation with Varig as an example.

Varig has flights from GRU to LAX to NRT... To mention, Sao Paulo, Brazil, has the largest ethnic Japanese population outside Japan, and a very large Korean ethnic group as well. These passengers are forced to deplane at LAX which fails to have convenient transit facilities, requires visas... etc. The flights from Sao Paulo to Narita are often full. JAL, ANA and KAL could also consider TIJ as their stop on the way to Brazil.

TIJ can offer savings on fuel costs, handling, and landing fees. They can offer to build a large transit facility with decent passenger transit area. Avoidance of landing within the USA is by all means what Varig wants to get as solution.
