Yes, you can convert you Canadian RT. A form is available online which should be submitted at the Sanchar Nigam, Delhi along with attested photocopies of your Canadian RT, Passport copies , the Canadian VIsa along with 3 photographs and a Rs.50 DD.

The form can be found at http://www.wpc.dot.gov.in/DocFiles/cop-exam-app.doc

Open up the doc and its the second one under application forms titled AF-1 (COP Application Form for permission to operate a Radio Telephone Station on-board India Aircraft against Foreign FRTOL). (http://www.dotindia.com/wpcc/websitecop.doc#AF1)

Be ready to wait after that, for Ministry of telecommunication is an effed up dept. Unless you pay them, of course.

hi
thanx for the info
one more ? though
In a response it was written that you would need canadian visa or stamp of entry in your passport, but what if the canandian R/t is issued in the US of A. just like a UK r/t issued in Usa, i assume thats ok but just making sure
thanx

As long as the RT issue date is in concurrence with the date in the US visa, it shouldnt be a problem.
