View Full Version : How to transfer my licence (JAA) to the UK.

Hi all,

I'd like to know the procedure involved to transfer my JAA National Frozen ATPL(A) licence (CPL + ATPL Theory) to a UK/JAA Frozen ATPL(A).

Would I still be able to have my medical Class I done in my country? Or would I have to do it in the UK?

A JAA fATPL is just that. You can't get a CAA version because it doesn't exist. The UK should recognise any JAA fATPL as if it were there own. The days of national ATPLs are no more

Questions/Observations

1. You should already have a JAA class 1 medical if you have a JAA CPL.
2. Do you have an JAA IR? If not you don't have a fATPL, you have a CPL.

What I assume you are asking is how to change your state of licence issue from whichever issued your current JAA licence to the UK. If so, the details are contained in LASORS, Section A8, available for download from the UK CAA website.

You cannot transfer the state of licence issue unless you meet certain employment/residency requirements in the new state - i.e. you must be employed by a UK airline or be normally resident in the UK for at least 185 days of each year, in which case there is little reason not to get the medical done in the UK.

In relation to your original question, which to me seems quiet straight forward after having looked over the Lassors, I feel my situation has a more perplexing scenario!
I came to the UK in November 2003 with the view to relocate with my wife and do the ATPL Theory via OFT Distance Learning. I already had an Australian ATPL and over 1500 hours multi-crew at the time but no heavy time. So I took my distance learning manuals with me and did contract work overseas (on 2 in, 1 out rotations) with the view of doing my exams on my time out.
As things panned out with the new marriage, I didn't get to sit the first exams before we parted ways!! Now I did however do my JAR Class One Medical at Gatwick when I arrived at the time and hense I have a UK Refference Number.
Since then I've returned to Europe (last August) with a great woman behind me now and have succesfully completed all the ATPL Theory in another JAR Member State! I have had a Validation issued based on my Aussie Lincense there and now my situation has changed yet again! I am moving to the UK for a real and I need to convert the Theory Credit from this other JAR Member State into a UK CPL/ATPL. I am planning to do the Class One Medical, Air Law + another Exam and an LPC Check Ride for the Licnese Issue.
So what does anybody think about my chances of getting the UK CPL based on these issues?? Your assumptions, guesses and considered advise are all welcomed!

The JAA member state in which you completed the exams is currently your state of licence issue and normally you would have to complete the remainder of your licence training in that state. However, if there are good reasons why you cannot do that, you may be able to complete your training in the UK provided that both the UK CAA and the Authority of your current state of licence issue agree. In this case, the Authorities concerned will decide between them which is to issue the licence.

Since this arrangement is entirely at the discretion of the Authorities concerned, your first step should be to contact the UK CAA and the Authority under which you completed the exams to find out if they are willing to proceed.

Transfer State of Licence Issue

For administrative convenience (e.g. revalidation), the
licence holder may subsequently transfer a licence
issued by the ‘State of Licence Issue’ to another JAA
Member State, provided that employment or normal
residency is established in that State. That State would

thereafter become the ‘State of Licence Issue’ and
would assume the responsibility for licence issue
referred to above. An applicant shall hold only one
JAR-FCL aeroplane or JAR-FCL helicopter licence and
one medical certificate at any time.
An applicant may only apply to change the state of
licence issue of a JAR-FCL licence provided that
employment or normal residency is established in that
state.

Normal residency means the place where a
person usually lives for at least 185 days in each
calendar year because of personal and occupational
ties or, in the case of a person with no occupational ties,
because of personal ties which can show close links
between that person and the place where she or he is
living.(JAR-FCL 1.070/2.070 refers).

Procedures for holders of JAR-FCL pilot’s
licences to transfer state of licence issue to
the United Kingdom

To begin the process to transfer the state of licence
issue you are required to fill in form SRG\1136
‘Application to Change State of Issue of a JAR-FCL
Licence to the United Kingdom’ and send it to the CAA
at the address on the form, along with copies of your
JAR-FCL licence(s), JAR-FCL medical certificate, any
JAR-FCL examination passes (if completed) and the
required fee. To conform with the “Normal Residency”
requirement mentioned above details of employment
with a UK Operator or residency in the UK will also be
required to be submitted. Information concerning the
transfer of your medical details is available on the SRG
web site at www.caa.co.uk (http://www.caa.co.uk). Your application will be
acknowledged.

The CAA will then approach the existing state of licence
issue, for information, to effect the change. A certified
copy of your form SRG\1136 will accompany the
application to the JAA member state.

Upon return of the documentation from the original
state of licence issue to the CAA, a decision will be
made to accept or reject the request that the CAA
become the state of issue or your JAR-FCL licence(s).
You will be notified in writing of the decision.

If your application is accepted you will be requested to
submit your original JAR-FCL licence(s) and medical
certificate. Only upon receipt of the original licence(s)
will the UK issue new licences.

Your original JAR-FCL licence(s) can be submitted to
the CAA Personnel Licensing Department (PLD) by
post or handed in at our public counter.

Finally, your original JAR-FCL licence(s) will be
returned to the original State of licence issue for
destruction along with confirmation that the CAA has
issued the new licence(s).

In the event the request is rejected, the original state of
issue will be advised of this and your fee will be
refunded.

By making an application to change the state of licence
issue to the UK, you consent to the CAA contacting the
original state of licence issue as outlined in the
procedure detailed in earlier. You will be required to pay
an issue fee for each JAR-FCL licence issued by the
CAA. A licence will be issued for a period of five years.

At the end of the five years a fee for revalidation/
renewal will be charged.
