Enquiry on Modular route at OAT and Cabair

Hi I just got a quote from OAT regarding Modular training and it worked out around £43,000 which includes accommodation and the rest except for PPL traing, does anyboy know where I can obtain a PPL licence at a good rate and also does anybody recommend me to take the skills test at OAT although this is optional for the Modular waypoint course, thanks.
